The new St. Paul’s Hospital and Health Campus was proposed on land which is not zoned for such a scale and type of development. The challenge therefore was; ‘How do we achieve a neighbourhood fit for this significant investment and vital community asset’? This case study explains the process by which the Policy Statement was prepared to describe the opportunities for built form, transportation parameters and community benefits. This serves as an important decision making framework, guiding the design process and setting the context for considering the development proposal now before the City. The presentation shares lessons achieved through a community based social impact assessment process and extensive engagement with health professionals, design team and community representatives over eighteen months.
