David Reeder

Senior healthcare infrastructure executive with more than 20 years of public sector experience, including over 10 years dedicated to Ontario hospital and health-sector capital planning, policy, and investment management. Recognized for providing strategic leadership on major health infrastructure initiatives, capital investment programs, policy development, and system transformation across Ontario’s healthcare sector.
David (he/him) currently serves as Director, Health Capital Operations, Ontario Ministry of Health, providing executive leadership for provincial hospital capital planning and investment programs. He is responsible for overseeing complex healthcare infrastructure initiatives, capital project reviews and approvals, including risk management, stakeholder engagement, and strategic advice to senior government and healthcare leaders. David leads initiatives that support hospital modernization, capacity expansion, service integration, and long-term infrastructure sustainability across the province.
David has progressed through increasingly senior leadership roles within the Ministry of Health, including Manager of the GTA Capital Projects Team, Senior Policy Advisor, and Manager of Capital Programs and Standards Team. Throughout these roles, he led the development and implementation of provincial health capital policies, standards, funding programs, and governance frameworks supporting both hospital and community healthcare infrastructure.
Prior to moving into healthcare infrastructure leadership, David has held progressively senior project, portfolio, and program management roles within the Ontario Public Service, leading organizational improvement initiatives, portfolio governance functions, and cross-sector projects.
