With more than 23 years of experience, including 18 years dedicated to healthcare infrastructure, he has led major healthcare investments across Manitoba, supporting a diverse range of clinical programs, care environments, and capital initiatives spanning acute care, diagnostics, mental health, cancer care, community health, and long-term care.
Todd’s expertise spans the full project lifecycle, from strategic planning and business case development through construction, commissioning, and operational readiness. His work has included acute care, diagnostic imaging, mental health, regional hospital redevelopment, and long-term care initiatives that support evolving community needs.
A significant focus of his current portfolio is advancing long-term care development and major CancerCare Manitoba capital projects.
