Chris Killer

Chris Killer is Vice President of Commercial Management at Infrastructure Ontario, where he leads the development and commercial structuring of innovative collaborative contracting models and P3 projects. With a strong background in commercial structuring and project finance, Chris has been a key member of the commercial teams responsible for developing and transacting some of Canada’s largest and most significant social and transit infrastructure projects, including the Ontario Line and the South Niagara Hospital.

Since 2021, Chris has played a central role in introducing and advancing collaborative contracting models in Ontario. He was part of the integrated team that introduced the first progressive Design-Build target price model in both the transit and transportation sectors, and he is now leading efforts to expand the use of collaborative contracting models in healthcare. Most recently, he is the commercial lead at IO on Ontario’s first Alliance contract model for healthcare, the North York General New Patient Care Tower project.

Chris holds an MBA from the Schulich School of Business, a Bachelor of Commerce from the University of Guelph, and is a Chartered Professional Accountant (CPA). His expertise in commercial structuring and project finance, combined with his commitment to fostering collaborative relationships, continues to drive the success of major infrastructure projects across Ontario.
