Climate-Resilient Health Facilities: From Vision to Implementation at New Surrey Hospital + Cowichan District Hospital

British Columbia’s Healthcare sector is leading the way in Climate Resilience infrastructure planning.  As climate change intensifies risks to public health and essential services, healthcare facilities must adapt to deliver care during extreme events. This session examines how provincial frameworks guide resilient design, planning, and construction through two distinct projects—and two unique procurement approaches. By comparing the collaborative efforts with Vancouver Island Health Authority on the Cowichan District Hospital Replacement project (Alliance delivery model) and with Fraser Health Authority on the New Surrey Hospital project, we explore strategies to navigate complex stakeholder landscapes, evaluate compound climate risks, and optimize public resources. Attendees will learn practical lessons for achieving cost-effective climate resiliency solutions in healthcare infrastructure.

  • Outline how climate change concerns differ between the Cowichan Valley region and Surrey and optimized, cost-effective mitigation solutions which are targeted to each site.
  • Overview of the key Climate Resilient Design Strategies that were developed for both projects based on the Statement of Requirements, municipal requirements, and best practices; strategies were developed through a series of stakeholder and expert workshops, and were measured against climate hazards including heat, flood, and seismic
  • Attendees will gain actionable insights into leading climate resilience processes for healthcare including innovative approaches, measurable outcomes, and tools to stay on course.
